Electricity from the socket and gas for heating seem obvious, but a whole network sits underneath: cables, pipes, transformer stations and meters. Someone has to build, maintain and keep that safe. That is the grid operator. For a business the role becomes visible the moment you take on premises, want to upgrade a connection or report an outage. That is when it turns out the grid operator is a different party from the company that sends your energy bill.

What exactly does a grid operator do?
The grid operator owns and manages the physical infrastructure: electricity cables, gas pipes, transformer and distribution stations and the meters in your premises. Its core task is twofold. First, the grid operator makes sure you are connected to the grid, from applying for the connection to actually building it. After that it handles transport: safely and reliably moving electricity and gas across that grid. Maintenance, fixing outages and installing or replacing meters are part of this too. What the grid operator does not do is buy or sell energy. It transports the energy; it does not supply it.

Grid operator or energy supplier: who does what?
These two are often confused, but their roles differ. The grid operator manages the grid and is tied to your region; you cannot choose it. There is exactly one grid operator per region, effectively a monopoly. The energy supplier buys electricity and gas and sells it to you; you do choose that one and can switch. The supplier sends you the energy bill. That bill also includes the grid charges, in other words the transport costs. The supplier collects those for the grid operator, so you receive a single invoice. To find out who your grid operator is, you look it up using your postcode and house number.

The grid has two layers. TenneT manages the national high-voltage grid, the heavy connections that move energy over long distances, and safeguards the balance between supply and demand across the Netherlands. This is the national grid operator, internationally a TSO. Below it lie the regional distribution grids that bring the energy to your premises. These are managed by regional grid operators, internationally DSOs. The three large ones are Liander, Enexis and Stedin, each in their own area. For your connection you usually deal with the regional grid operator. Only very large consumers connect directly to TenneT's grid.
