What is the difference between mitigation and adaptation?
Mitigation and adaptation are two tracks that intervene at different points in the problem. Mitigation tackles the cause. By emitting fewer greenhouse gases, for example by saving energy, switching to sustainable sources and electrifying processes, you limit the degree of further warming. The effect is global and only noticeable over the longer term. Adaptation tackles the consequences. You adjust your surroundings and operations to heat, drought, waterlogging and flooding that already occur or are still increasing. Think of green space and water in the layout, cooling, shade and water storage. That effect is local and usually visible straight away.

Why do you need both?
Mitigation alone is not enough, and adaptation alone is not either. Even if emissions stopped tomorrow, part of the warming is already set in motion and its consequences keep playing out for years. Only adaptation protects you against those consequences. Conversely, the less mitigation succeeds, the more severe the consequences become and the more expensive and sometimes unfeasible adaptation gets. So the two tracks reinforce each other. In the Netherlands the adaptation side runs partly through the Delta Programme on Spatial Adaptation, in which national government, provinces, municipalities and water authorities design the environment for increasing heat, drought, rainfall and flooding. Mitigation runs through national climate policy that reduces emissions.
