To show that an energy measure works, you need a reference point. Without a starting point you cannot tell whether lower consumption comes from your measure or from a mild winter. That starting point is the energy baseline. It matters to any organisation that manages energy: a manufacturer with a savings target, a facility manager justifying a lighting project, or a company that has to report under the Dutch energy saving obligation. The baseline turns a gut feeling into a verifiable figure.

What is an energy baseline?

An energy baseline is a recorded reference consumption over a defined period. Energy management standards, such as the ISO 50000 series, call this the energy baseline (EnB). The baseline serves as a zero measurement: you compare later performance against it to see whether consumption falls, rises or stays the same. Importantly, the baseline is more than a single figure. It also describes the conditions under which that consumption applied, because energy use depends heavily on factors such as production and weather. To the baseline you often link one or more energy performance indicators, or EnPIs, which express consumption per relevant unit, such as kilowatt-hours per product made.

How do you calculate an energy baseline?

First choose a representative period. Often that is a continuous year, so all seasons and a full business cycle are counted. Then gather reliable consumption from meters or invoices. The core is normalisation: you map which relevant variables drive consumption. Think of production volume, occupancy, operating hours and outdoor temperature, often expressed in degree days. With those variables you establish a relationship between consumption and activity, usually through a simple regression. This lets you convert a later consumption back to the same conditions as the baseline. Only then do you compare fairly. This is the same logic as in measurement and verification protocols such as IPMVP: saving is the difference between measured consumption and the baseline, corrected for changed conditions.

Choose the wrong variables and you measure noise instead of performance. A period that is too short or atypical, for example a year with a shutdown, makes the baseline unreliable. And after structural changes the old baseline no longer holds. If you expand, install new equipment or change operating hours, you reset the baseline. If you do not, you compare a new situation with an outdated reference point.
