What is REPowerEU and why does it exist?
REPowerEU is a strategy the European Commission presented in May 2022. The direct trigger was Russia's invasion of Ukraine, which drove up gas prices and made energy supply uncertain. Its aim is twofold: to end imports of Russian fossil fuels as quickly as possible and to speed up the switch to clean energy. The plan is not a standalone law. It builds on the existing European recovery fund, the Recovery and Resilience Facility, and on amendments to existing EU directives. The Commission mobilised almost 300 billion euros for it. To that end, member states added a dedicated REPowerEU chapter to their national recovery plans.

The three tracks of REPowerEU
REPowerEU rests on three tracks. The first is saving energy: lower consumption directly reduces demand for imported gas. The second is diversifying: sourcing gas and oil from more countries instead of mainly from Russia, including through joint purchasing and new suppliers such as Norway and producers of liquefied natural gas. The third is generating clean energy faster: more solar, wind, heat pumps and hydrogen, plus faster permits so projects come online sooner. The three tracks reinforce each other. Those who save and generate their own power need to buy in less. Those who obtain a permit faster can switch to their own renewable generation sooner.
