What is the National Energy System Plan?
The Nationaal Plan Energiesysteem, or NPE, describes how the Netherlands is building an energy system suited to a climate-neutral society in 2050. The cabinet first presented a draft in July 2023 and adopted the final plan on 1 December 2023. Rather than looking source by source or project by project, the plan first outlines what the system must look like in 2050. From that picture it reasons back to the choices needed now. The plan is updated every five years, so it can respond to new technology and social developments.

Why does it exist?
The goal of climate neutrality by 2050 affects the whole energy system at once. More electrification, large-scale renewable generation, hydrogen and heat networks all call for a greatly expanded grid and for space that is scarce. If every choice is made in isolation, supply and demand do not align and bottlenecks arise. The plan therefore gives coherence and direction to the major choices: on energy supply, infrastructure, space, distribution and saving. The government thereby opts for a more steering role for the state. The plan also sets out what municipalities, provinces and the national government must contribute, so the task fits together at every level.
